Why don't the power 5 conferences own basketball like they do football?

I know there are plenty of quality teams football teams outside of the power 5, but it's nothing compared to basketball. And to think that a team outside the power five might make the final four of college football playoffs is almost unthinkable whereas in basketball it's just another day in the park. Is basketball a cheaper operation to run? So smaller schools can succeed? Is it because you don't need as many bodies to be good at basketball as football? Are there more quality basketball players than football players? This phenomenon has always stumped me
