Ok, I haven’t watched baseball at all this year. Can someone explain the “safety base”

So I may be totally incorrect in my understanding based on the little bit I’ve read, but there’s now an additional base at 1st (the safety base) that sits right on the outside of the traditional base, and supposedly the runner has to aim for the safety base for safety purposes. However (and this is the part I don’t understand) if the runner tags the actual base, and not the safety base, it’s classified as not touching the base at all? Happened in the UF game (assuming I’m understanding the rules correctly)
