Defenseless player (Rule 2-27-14). When in question, a player is defenseless. Examples of defenseless players include but are not limited to:

  • A player in the act of or just after throwing a pass.

My opinion: A player in the act of throwing a pass should never be defenseless from the waist up. It's the critical moment where the front end of the play is resolving, and the urgency to defend the pass attempt is greatest.

From the waist down? Sure, make them defenseless.
