Ok so with everything shut off I'm getting about 80 psi at a hose spigot that is after the PRV. The spigot before the PRV is like a friggin fire hose, well above 100 psi, as high as my gauge goes.

If I have a single faucet on it seems decent. But flush a toilet and the water pressure drops to next to nothing.

Could I have a failed PRV that holds pressure but doesn't allow enough makeup water to maintain pressure?

EDIT: This is not isolated to a single bathroom, floor, or side of the house. It seems common to the entire supply.
