I understand that the construction process is very extensive because the vast size of the board causes a "sail" effect. High winds will put so much strain on the supports that the concrete and metal has to be tremendously beefed up to keep it from blowing down. Also the frame/border of the board may not be able to be fabricated and incorporated by the first home game, according to folks that know.
