Someone explain to me why I should think this is Gus's offense and NOT Chip's

I have asked in multiple threads and no one can give me any real kind of answer. I am genuinely curious as to the bunker's reasoning. This is not me saying Gus is not ultimately to blame... I just want to have someone explain how this isn't Chip's offense, or more specifically how this is Gus's offense. I just have yet to see any real evidence that supports this train of thought.

Not talking about roster compilation, recruiting, etc... just strictly speaking about the abysmal offense that we continue to trot out there on Saturdays. The scheme.

Would love to hear the mods @Jay G. Tate @BryanMatthews @Ben Wolk @Jeffrey Lee take on this as well.
