I'm going to try to abbreviate this, but I probably won't succeed. In January I bought a foreclosure. When my home inspector was at the house, I showed up to do my own termite inspection. I get to the house and a woman (probably in her late 60's) is inside the house talking to him while he's trying to work. As soon as she sees me she quickly says hello and scurries back to her house. I asked the inspector what that was about and he said that she had been following him around for about 30 minutes complaining about the water run off from my yard.
Fast forward to May, and her husband calls me over while I'm doing yard work to complain about the same thing. He is worried about a strip of grass that is 2X10 that is on the border of both of our yards (over 20 feet from either of our foundations). The grass their looks great, but he is adamant that he has replaced the sod there twice in the past 3 years. At this time he also explains to me that his fence line is actually a foot into my yard. I told him it was fine (this also means that the sod he is worried about is mostly in my yard). I told him that my first responsibility is getting the inside of the house in shape for my daughter and pregnant wife to live in, but that part of my business is installing internal and external french drains, and that if he'd be patient until the fall (after my wife had the baby), I would take care of it.
Fast forward to yesterday, the HOA president shows up at my house. He says the idiot next door went to their legal department about the issue. He told me that the guy has nothing to legally stand on, but there is a small section in the Bylaws about purposefully directing water into your neighbors property, which I am not doing, its simply a bad grading job (mainly in his yard, mines sloped for run off, his is not). I asked the president what are the damages he is complaining about. He says none. He says the guy has literally complained to the construction company until they will no longer come out. He also said that he knows for a fact that the guy came on my property while it was in foreclosure and cut down several trees (trespassing and destruction of property). I don't understand why the dude complained when I already told him I'd take care of it in the fall. He hasn't changed anything.
The president just wants us to find a mutual agreement on remediation. I'm cool with that, but these are the type of people who will find something else to complain about. He also isn't willing to pay for part of the materials. He said he'd help with the labor. I told him that my crew doesn't want his help because he would only get in their way.
Also, the guy's wife has been caught in my yard twice taking pictures. The president says that she notes when my wife and I leave the house because she told him specific times to try to get ahold of us. I'm the 4th neighbor on the street they have had a complaint about in 3 years. The yard hadn't been taken care of in over a year before I moved in. Now they're gonna give me sh't about the timetable for fixing up the yard. Some peeps are just looking for trouble.
