Biden's legislation agenda is dead on arrival.
Mcconnel will stone wall him until 2022 where the GOP will win midterms (the loser of the GE almost always wins the following midterms)

Biden has no ability to usher radical change and will be a 1 twrm president.
The GOP gets to distance themselves from Trump.
At minimum, the dems lack the the ability to move on any of their radical threats (ending the filibustwr, adding states, packing the court, etc.)
