Is it illegal to copy and share other's Social Security Numbers?

Asking for a group of friends here. It appears they got a hold of a some federal documents and then released them along with about 2,000 people's social security numbers. Is that a crime? They said they didn't mean too so I assume its ok but thought I would check with you experts.
