That was a really good job giving the 4 conference champions byes. Uga, Texas, Penn State, and Oregon were all basically playing for not having to play an extra game. Which does matter. That bye will help Oregon and Uga a lot imo.
SMU was also playing for a bye, and Clemson was basically playing just to get in.
I personally don't see situation where a team can just sandbag the conference championship. They're basically going to at least playing for either the bye week, or getting in. If they have a chance at all getting in of course.
