I don’t understand the new 10 second run off rule.

Just happened in this GB-Rams game. There was a questionable catch and the reds stopped play to review and determined it wasn’t a catch. Bc the refs chose to review and stop play, the Rams get punished with a -0 second run off. I don’t think that’s fair.
