Essentially do away with scholarship limits?

What’s to keep a school from signing their 25 and and staying at the 85 limit. However, schools can offer kids to walk on. These walk ons can be transfers too. Once a walk on gets on campus he / she signs a lucrative NIL which covers school costs along with other costs such as car, spending money etc

I have not read or heard anywhere that there’s rules against this
