Discussion: Scholarships - Athletic vs Everything Else

Why, in the eyes of the NCAA, are athletic scholarships treated differently than every other scholarship when scholastic requirements are a part of all? And why are some non-athletic scholarships not held against the arbitrary scholarship numbers restrictions when others are?
