Carter was the pastor of an ARC church in Yakima, WA. His wife was also a pastor there. He raped their long-time assistant a couple of years ago. Shortly after, he left the church and, through ARC, was routed down to Highlands to "rehabilitate" and ended up joining the staff (as a pastor) and actually preached to the entire church on multiple occasions.
I'm a regular attender at Highlands ... I remember him being introduced and him teaching. Chris Hodges didn't tell the congregation about this person's past ... only that he had pastored before and said that he and his wife had been battling through his wife's cancer. The woman Carter raped finally came forward in mid-July. Highlands presented this "new" evidence to him and Carter resigned.
Really hard to believe that leadership didn't have the full story. Also hard to believe that his wife, given that she worked in the same office, would not have known about it as well. Churches will never be perfect, but they have to be radically transparent. Disappointing. There are some reddit posts out there that spell out an even darker story ... who knows if it is true.
