Why do lottery states get more schollies than non-lotto states. I understand they give in state kids the Hope Schollies and use their baseball schollies for out of state kids. However, in football, I don't think you can go over the 85 limit rule thru Hope or academic schollies. Why a different rule for baseball. Thanks
