I realize that baseball has very limited scholarship granting capabilities to to severe limits. However, states with education lottery can keep their in state students on education schollys and use their baseball schollys for out of state players. Just curious. I always thought that in football you could not get around the 85 limit with lottery or merit based schollys. Why is baseball playing by a different rule? Thanks.
