The house voted today for a plethora of actions regarding MJ, making it legal, releasing past offenders from jail, etc. it passed but is expected to be shutdown by the senate again.

Is there a difference, or what is the difference, or can there be a difference in “making weed legal” through the legislature;

and working with the DOJ to decriminalize weed on a federal level and let states decide?

Would both options require the legislature?

It seems if they just decriminalized it and let states decide, the interstate commerce act wouldn’t apply anymore and banks and investors across state lines could get into the fold legally, without having the fed govt come down on them.

And states could still decide whether or not to let operations commence within its borders.
