Another B'ham question inspired by the Rickwood chatter

Growing up in Birmingham in the 1970s, I quickly noticed that most all of the city's Parks and Rec/Public Works structures bore that green-and-white color scheme you see at Rickwood. Everything from Legion Field, to restrooms in city parks, to brick-and-mortar offices, to equipment buildings seemed to be painted those colors. Does anyone have any idea when that was implemented or why those colors were chosen? Was it tied in with the Olmsted Brothers plan from the 1920s? Has it largely been abandoned?
